Eligibility :
1. All bonafide students whose names are in the long roll
are eligible to cast their votes. The Principal shall decide the criteria
for bonafide students.
2. Each eligible voter shall have the right to cast one vote for each
post.
3. Every bonafide student has the right to contest for any post of the
Union/Societies / Association. However, for the post of Vice-President,
College Union and for post of Asst. Secretaries of All Associations /
Societies / Union only +2 1st Year and Pre-Degree students are eligible to
contest.
4. The proposer, seconder and the candidate contesting for the post of
class representatives must belong to the same class. The must fulfil all
the criteria of bonafide students.
5. Students holding offices in various societies, Associations shall cease
to be office-bearers after their Test Examination results are published.
In such cases, the Vice-President (College Union and Asst. Secretary)
shall assume charge of office on the date notified by the Principal for
the purpose.
6. Election shall be conducted and votes shall be recorded in a manner
decided by the Principal.
7. Candidates getting the highest number of votes shall be declared
elected.
8. In case of tie of votes, the decision shall be taken by lot in a manner
to be decided by the Principal.
9. Recounting of votes may be allowed by the Principal if he is satisfied
in favour of a recounting only on the basis of the written application of
the contesting candidaes submitted soon after the counting is over and the
case shall be considered if the different in votes is 5 or less.
10. For the purpose of identification of the students for election purpose
valid / renewed identity cards issued by the College shall be insisted
upon. Students not in possession of such identity cards shall not be
allowed to enter the Polling Booths and cast their votes in the election.
The students whose names are struck off due to non-payment of College dues
will not be eligible to cast their votes.
11. If any student is guilty of misconduct the Principal may debar him/her
from contesting any post.
12. The candidature of any candidate is liable to be cancelled he/she is
guilty or breach of Election code of conduct notified by the Principal.
13. The same student cannot propose or second for more than one post.
14. Every bonafide student should clear all dues before the date of
notification of the election for the casting of votes.
15. Only one student can contest for one post.
Procedure of election :
1. Election shall be held separately for +2 and Degree students on the
same day or as decided by the Principal.
2. The Notification for Election shall be issued by the Prioncipal atleast
ten days before the actual date of election. Both days are inclusive or as
decided by the Govt. of Orissa.
3. The Principal shall invite nominations in the prescribed proforma for
different office. A student can file nomination for one office only.
However, a candidate may be a proposer or seconder for any office other
than the office he/she is contesting. He shall conduct scrutiny of
nominations and the valid nominations will be notified on the same day. A
candidate seeking to withdraw from the election is permitted to do so
through a written application to be given in person to the officer
authorised for the purpose within the time to be specified by the
Principal.
4. All the nominations will be scrutinised by a board constituted by the
Principal.
5. The final list of contesting candidates to different / Offices / posts
shall be published at least two working days before the date of election
or as decided by Govt. of Orissa.
6. The contesting candidates my be given an opportunity of impressing upon
their votes in the "What I Stand for" meeting specially arranged by the
Principal prior to the date of election.
7. There shall be no campaign after the `What I stand for" meeting.
8. The students contesting for different offices will not display their
banners/posters, etc. During the period of canvassing should not disfigure
the College walls/premises, failing which it will be viewed seriously by
the authority and debarred from election retains the authority to suspend
/ abrogate election, if necessary.
9. Candidates or their agents taking recource to violence in any form
during the period of canvassing/conduct of elections will be seriously
viewed upon and such actions may lead to disqualification of their
candidature.
10. The contestants are restrained to speak against the authorities and
their fellow-contestants during their delivery of speech in the "What I
stand for" meeting.
Conduct of election :
1. Election shall be as per the Notification issued by the Principal
wherein the procedure of casting of votes/counting of votes and final
declaration of results etc. shall be clearly stipulated.
2. The Principal is the final authority in interpreting the aforesaid
rules and procedures which shall be binding. The Principal retains the
authority to suspend/defer /abrogate election, if necessary.
Election Notice :
The Students are advised to take note of the following rules while filing
nomination for the Offices, mentioned in Election Notice.
1. The office of the Vice-President (Student's Union) and all such offices
of Asst. Secretaries (for +3 students) shall be contested only by
Pre-Degree students.
2. The Office of the Asst. General Secretary of +2 Cultural Association
and for all such offices of Asst. Secretaries / Science Society / Commerce
Society / S.S.G./Boys & Girls Common Room / DSA shall be contested only by
+2 1st year students.
3. All such candidates who wish to file nomination along with the
proposers and seconders shall produce renewed identity cards during the
nomination.
4. The nomination to such election duly proposed and seconded shall be
submitted to the Officers in charge.
5. The formats of the prescribed nomination paper can be had from the
Office of the Principal.
6. The Candidate / Proposer / Seconder must be bonafide students of the
College.
7. A student cannot contest for more than one post.
8. No student can be proposer or a seconder for more than one post,
9. The spelling of the Candidate / proposer/seconder must be distinctly
written in bold capital letter in the prescribed nomination form.
10. The post contested must be correctly written.
11. The spelling of name and signature must be same.
12. There shall no overwriting, deletion / distortion.
13. Under no circumstance the date and time fixed for the submission of
nomination paper can be extended.
14. The scrutinizer / officers appointed by the Principal shall scrutinize
the nomination papers. The candidates must be present with respective
seconders and proposers during scrutiny.
15. The Principal is the final authority in deciding the validity of a
nomination in case of dispute.
Cultural Association (For +2 Classes only)
Member of Executive Bodies
The following office bearers shall form the Executive Committee.
a. General Secretary
b. Asst. General Secretary
c. One Class Representative for each year (Arts, Science, Commerce taken
together).
d. Two Girl-Representative to be nominated by the Principal.
e. The Principal shall be the Ex-Office President of the Association.
f. The Principal shall appoint an Adviser and one or two Associate
Advisers from among the members of the teaching staff.
Functions
The functions of the Executive Body shall be :
1. To organise debates;
2. To organise discussions on general, cultural, academic, national and
international problems;
3. To prepare the Budget for the session;
4. To pass the accounts maintain by the General Secretaries and
5. To discharge such other functions as decided by the Executive committee
and approved by the Principal.
Meeting
1. An ordinary meeting of the Executive Committee may be
called by the General Secretary in consultation with the Adviser. Notice
of such meetings with date; time, place and agenda shall be given to the
member at least two days prior to the meeting.
2. An extraordinary meeting of the Executive Committee may be convened at
any time by the Principal.
3. A meeting of the Executive Committee shall be presided over by the
Advisor or in his absence by the Associate Advisor.
4. No meeting of the Executive Committee can be held without the
permission of the Advisor.
5. Fifty percent of the member of the Executive Committee shall constitute
the quorum.
6. The minutes of the meeting shall be maintained by the General Secretary
and a copy of the same shall be communicated by him to the Principal
through Advisor within two days of the meeting held.
7. The Annual function shall be presided over by the
Principal/Advisor/Principal's nominee. The agenda for the Annual Function
shall be prepared in consultation with the Advisor.
8. The General Secretary shall be in charge of all accounts of the
Association as per the budget passed by the Executive Committee and
approved of by the Principal. All requisitions for expenditure have to be
passed by the Adviser and the accounts shall be deemed finally approved
after it is counter signed by the Adviser.
9. The Asst. General Secretary shall assist the General Secretary and in
his absence shall perform all his functions.
The College student's Union (For Degree
Students only)
The following office bearers of the College Union shall form the executive
Committee.
a. President
b. Vice-President
c. Secretary
d. Asst. Secretary
e. One Class Representative from each year (Arts, Science, Commerce)
f. One Girl Representative to be nominated by the Principal. The Principal
shall appoint and adviser and such other associate Advisers from among the
members of the teaching staff.
Functions
The functions of the Executive Body shall be :
1. To prepare the Budget of the College Union for the
session;
2. To take up other activities as decided by the Executive Body and
approved of by the Principal.
3. To organise debates/symposia and other cultural activities in the
interest of the College;
4. To organise discussion on academic, national and international topics;
5. To approve all accounts maintained by the Secretary.
Meeting
1. An ordinary meeting of the Executive Body may be called
by the Secretary in consultation with the Adviser. Notice of such meeting
with date, time, place and agenda shall be given to the members at least
two days prior to the meeting.
2. An extraordinary meeting of the Executive Body may be convened at any
time by the Principal.
3. A meeting of the Executive body shall be presided over by the President
or in his absence by the Principal.
4. No meeting of the Executive Body can be conducted without the presence
of the Adviser.
5. Fifty percent of the members of the Executive Body shall constitute the
quorum.
6. The minutes of all the meetings shall be maintained by the Secretary
and a copy of the same shall be communicated by the Secretary to the
Principal through the Adviser within two days of each meeting.

Functions of the Office
Bearers
President
1. The President shall preside over all ordinary meetings and the Annual
Function of the Union.
2. The President shall conduct himself as the spokesman of the members of
the Union and in consultation with the Adviser. Student members of the
Executive Body shall try to maintain order among the students.
Vice-President
The Vice-President shall assist the President and in his
absence perform all his functions.
1. The Secretary shall in consultation with the President and the advisor
give notice of all ordinary meetings of the Executive Body at least two
days prior to such meetings and record the minutes, a copy of which he
shall submit to the Advisor within two days.
2. He shall collect the subjects for debate/symposia from staff members
and prepare a list of eminent personalities to be invited to the College
Union functions in consultation with the president and the Adviser and
obtain final approval of the Principal.
3. He shall be in charge of all accounts and expenditure. No expenditure
shall be incurred without the approval of the Advisor. The vouchers of all
expenditure as per the budget shall be countersigned both by the Adviser
and the Secretary and be submitted to the office.
Asst. Secretary
The Asst. Secretary shall assist the Secretary in discharge
of his duties and in his absence shall perform all his functions.
Accounts and Expenditure of the Union/Societies/Association Soon after the
oath of office is taken by the office bearers of the Union, a budget
committee meeting shall be held under the presidentship of the Union
Advisor, Asst. Adviser. The Accounts Bursar is a special invitee to this
meeting.
The budget amount shall be limited to the total collection from the
students on account of Union fees minus 10% deduction. The final budget
shall be submitted to the Principal for his approval.
The Secretary of the College Union shall keep the accounts of expenditure
and time to time monitor the progress of expenditure to the Principal
through the Adviser. Under no circumstances the expenditure shall exceed
the budget amount.
All vouchers duly countersigned by the Adviser / Asst. Adviser shall be
submitted to the office for finalising the accounts by the Secretary
failing which he/she may not be allowed to fill in the form for the
examination or his/her Admit Card or C.L.C. shall be withheld, as the case
may be. This provision applies to other societies and associations.
OATH of office
After the declaration of final election results by the Principal, a
suitable date and time shall be fixed to administer Oath of Office to the
office bearers of the Students's Union. The Oath will be administered by
the Adviser or the Asst. Adviser in the absence of the Adviser.
Vacancies in Offices
1. An office bearer shall cease to hold the office if (a) he leaves the
College by taking T.C. form the College, (b) voluntarily resigning in
writing addressed to the Principal, (d) or he/she is removed from the
office by order of the Principal on the ground of improper discharge of
duties which is detrimental to the interest of the college.
2. Any office bearer shall cease to be so from the 1st date officially
fixed for collection of University Examination Fees. When the President
and the Secretary cease to function, the Vice- president and and Asst.
Secretary shall function as the acting President and Acting Secretary.
3. If vacancy occurs in any office due to the reasons stated above, the
Principal may nominate a bonafide student to fill up the post, Similarly,
if any office is not contested, Principal may fill up the office by
nominations. Dramatic association / Drama Society (Applicable to +2 and
Degree Classes separately)
1. There shall be Dramatic Association/Drama Society for the students to
conduct.
i. Interclass One-Act Play competition
ii. competitions like debate, quiz etc.
iii. Music Competitions.
2. The overall management of the Dramatic Association/Drama Society rests
in a management committee which shall consist of -
i. Principal, Ex-Officio President
ii. One Vice-President to be nominated by the Principal from among the
members of the staff.
iii. A Secretary to be elected from Final Year Degree Students and an
Assistant Secretary shall be elected from Pre-Degree Students. Similarly a
Secretary shall be elected from +2 Students and an Assistant Secretary
shall be elected from 1st Year +2 Students.
iv. One Class Representative (to be nominated) from each class.
v. Two Girl representatives to be nominated by the Principal.
3. All the meetings of the Dramatic Association/Drama Society shall be
presided over by the Vice-President.
4. The Secretaries (of +2 and Degree, respectively) shall maintain the
accounts of the Dramatic Association/Drama Society.
5. No expenditure shall be incurred without the prior approval of the
Vice-President.
6. All expenditures incurred as per the budget shall be deemed finally
approved after it is countersigned by the Vice-president Fifty percent of
the Members of the Executive shall constitute the quorum.
7. The Asst. Secretary shall assist the Secretary in the discharge of all
his duties and shall discharge all the function of the Secretary in his
absence.
Athletic Association / society (For +2 And
Degree Classes)
1. An Athletic Society for Degree classes and Athletic
Association for +2 classes will be formed.
2. The functions of the Society / Association shall be to provide
facilities to the students in different games, to organise annual sports
meet and to conduct such other activities relating to the physical
education as shall be decided by the executive and approved by the
Principal.
3. The Executive Committee of the Society /
Association shall consist of :
i. Principal as the President (ex-officio)
ii. One Vice-President to be nominated by the Principal from among the
member of the staff.
iii. Physical Education Teacher
iv. Secretary (One each) from +2 and Degree classes)
v. Assistant Secretary (One each from +2 and Degree classes)
Maharishi College of Natural Law
vi. One Class Representative from each class.
vii. Two Girl Representatives to be nominated by the Principal.
4. Election to the posts of Secretary, Asst. Secretary shall take place at
such time and in such manner as the Principal shall decide.
5. The Vice-President and the Asst. Secretary of the previous session
shall carry on activities of the following session till the elections are
held.
6. Functions of the Executive Committee :
i. To prepare the budge for the session.
ii. To organise games and athletics
7. Functions of the Vice -President shall be :
i. To remain in charge of accounts and all correspondence connected with
the Association including placing of orders for sports items.
ii. To supervise all games and sports.
8. The Secretary shall :
i. Convene all meetings with at least forty-eight hours
prior notice mentioning the date, time and venue.
ii. Prepare the Annual Report in consultation with the Vice-President.
iii. Conduct correspondence assigned to him by the Vice-President.
iv. The Secretary for Degree student shall be elected from the Degree
Students and Asst. Secretary from Pre Degree Students. Similarly the
secretary for +2 Students and Asst. secretary from +2 1st Year Students.
v. One Class Representative is to be elected from each class the Arts,
Science & Commerce section of class being counted separately. c. The
Executive Committee will recommended to the Prioncipal of the College
every year the names of the poor and deserving students who would receive
a lumpsum aid form the Fund.
d. Student members of the Executive committee shall not ordinarily be
applicants for aid from this Fund. |
