University
Regulations (Three Year Degree Courses)
1. The Three Year
Degree Course leading to the Bachelor's Degree in Arts/Science/Commerce of
Utkal University shall be spread over a period of three academic years. A
candidate for the Bachelor's degree in Arts/Science/Commerce shall be
required to pass the following examinations.
i) First University Examination
ii) Second University Examination
iii) Final University Examination
1.2 A Candidate shall be eligible to appear the second and final
University examinations only if he/she has registered for the first and
second University examinations respectively. However his/her result shall
not be published unless he/she has passed the First and Second University
examinations respectively.
1.3 A candidate for the Bachelor's Degree in Arts, Science and Commerce
Examinations shall be required to enrol himself/herself under these
regulatioins as a student in one of the colleges affiliated to this
University.
Admission to the Course
2.1 Any person,
who has passed the Higher Secondary Examination of the Council of Higher
Secondary Education Orissa or any other qualifying Examination recognised
by the Academic Council or CHSE. Orissa as equivalent thereto, may be
admitted into Degree Course in Science only if he has passed the
qualifying examination in science.
2.2. No students shall ordinarily be admitted into the 1st year of the
course four weeks (including holidays and Sundays) after the date of
publication of results of the Annual Higher Secondary Examination of the
Council of Higher Secondary Education, Orissa or after the reopening of
the Summer Vacation whichever is later. In exceptional cases, the
appropriate authority may notify the last date of admission.
2.3 Candidates who, for some valid reasons, are unable to take admission
within the time prescribed under regulation 2.2 above, may however be
admitted into a college within two weeks (including holidays and Sundays)
form the last date of admission with a late fee as prescribed by the
University. The Principal of the college shall intimate the names of such
candidates and their date of admission and shall remit the late fee
collected to the University in one lot within two weeks from the date of
such late admission.
2.4 Candidates who have taken late admission, on payment of the late fee,
shall have the percentage of lectures counted from the date of such
admission.
2.5 Candidates passing the instant Higher Secondary Examination of the
council of Higher Secondary Education, Orissa may be admitted into a
college within two weeks (including holidays and Sundays) after the
publication of their results provided that the candidates may be admitted
within one week thereafter with a late fee as prescribed by the University
for each candidate. A candidate so admitted shall have the percentage of
lectures counted form the date of this admission.
2.6 Admission to the second and third year course shall be completed
within two weeks of the reopening of the College without waiting for the
publication of results of the first and second University examinations
respectively, provided that the students may be admitted to the second or
third year on payment of a late fee as prescribed by the University for
each student.
2.7 Provided further that students, who could not appear the University
examination due to shortage of attendance, shall be allowed to take
readmission in the same year at the beginning of the immediate subsequent
academic session, subject to the availability of seats. Preference shall
be given to the students who have secured higher marks in the last CHSE or
University Examination, as the case may be.
2.8 Notwithstanding anything contained in the preceding regulations where
the syndicate of the university, permits increase of seats in any class or
gives fresh affiliation to any new subject in any college, the date of
issue of such order shall be deemed as the date of publication of results
of the council of Higher Secondary Education Orissa for the purpose of
admission thereto.
2.9 A candidate whose results of Higher Secondary Examination are
published late by the Examination Authority may be admitted into the
college within two weeks of the publication of his/her results depending
on the availability of seats, provided that no student can be admitted
into +3 1st year class beyond 31st December of the concerned academic
year.
Change of Subject (s)
3. A candidate who has been admitted into a college with a particular
subject (s) or a combination of subjects into the first
year may be allowed
change or subject (s) or combination of subjects by the Principal till
thirty days after the last date of admission into first year course as
prescribed in the provision of the clause 2 of regulations.
[Qualification for admission to the first, second and final examination.]
4.1 Any registered student of the University may be admitted into the
First Examination if he/she has completed in one or
more colleges admitted for the purpose of such examination, in the
subjects in which he/she offers a regular course of study for not less
than one academic year after passing the Higher Secondary Education,
Orissa or any other examination recognised by CHSE, Orissa and Utkal
University as equivalent thereto, provided he/she is not otherwise
ineligible to appear the said examination.
4.2 Any registered student of the University may be admitted to the Second
Examination for the Bachelor's Degree in Arts/Science/Commerce if he/she
has cleared the first examination in the stream concerned or has appeared
the said examination and has thereafter completed a regular course of
study for not less than one academic year in the second year course in one
or more colleges admitted for the purpose, of such examination in the
subjects which he/she offers provided that he/she is not otherwise
ineligible for appearing the said examination.
4.3 Any registered student of the University may be admitted to the
Examination for the Bachelors' Degree in Arts/Science/Commerce if he/she
has cleared the second examination in the stream concerned or has appeared
the said examination and has thereafter completed a regular course of
study for not less than one academic year in the third year course in one
or more colleges admitted for the purpose of such examination in the
subjects which he/she offers, provided that he/she is not otherwise
ineligible for appearing the said examination.
4.4 In order to clear an examination (First/Second/Final) a candidate is
required to secure 30% marks in a subjects and 40% in each practical
paper.
Pass Marks and Classification of Successful Candidates
5.1 Aggregate
marks for passing the degree examination shall be the sum total of the
aggregate of First, Second and Final Examinations
taken
together.
5.2.1 Class will be awarded on the following basis
Pass with Distinction
A minimum of 30% in each subject and a
minimum of
36% of marks in the aggregate.
Pass with Distinction
A minimum of 30% in each subject and a
minimum of 36% in aggregate in subjects other than Honours and less than
45% but not less than 36% in Honours subjects.
Pass without Honours
A minimum of 30% in each subject and with
Distinction and a minimum of 36% in aggregate in subjects other than
Honours and a minimum of 50% in aggregate for pass and Honours subjects
combined.
Second Class Honours
A minimum of 30% in each subject and a
minimum of 36% in aggregate in subjects other than Honours and a minimum
of 35% marks or more but less than 60% in Honours subject.
Second Class Honours
In addition to Second Class Honours with
Distinction a minimum of 50% marks secured in subjects other than Honours
in first appearance.
First Class Honours
A minimum of 30% in each subject and a
minimum of 36% in aggregate in subjects other than Honours and a minimum
of 60% or more in Honours.
First Class Honours
In
addition to First Class Honours a with Distinction minimum of 50% marks in
aggregate in subjects other than Honours in first appearance.
5.2.2 In each of the above examination for subjects having practical a
candidate, in order to pass, must have secured a minimum of 30% of marks
in theory paper(s) taken together in a subject and a minimum of 40% marks
in practical paper other than Honours subjects, provided he/she has
secured the minimum aggregate marks.
5.2.3 In each of the above examinations for subjects having practical, a
candidate, in order to secure Honours, must have secured a minimum of 45%
of marks in theory paper (s) taken together and a minimum of 45% marks in
practical paper (s) taken together in Honours subjects.
5.3.a. If a candidate is marked absent in any sitting(s) of an
examination, such a candidate shall have to reappear in that paper(s) in
order that his/her results are declared.
b. A candidate failing to secure a minimum of 30% in pass subject and / or
a minimum of 40% in each practical paper either in the First, Second or
Final examination of this University may be allowed to appear in those
subjects in not more than two chances (examinations) immediately following
that examination for which he was first registered, to clear the back
paper(s) on payment of prescribed fees.
However, if a candidate who has not cleared an examination may at his
option, appear in all papers of that examination under the following
conditions.
i. Marks secured by the candidate in that examination earlier stand
cancelled.
ii. After exercising the option to appear in all papers of an examination,
if a candidate fails to clear that examination, he/she will be required to
appear in all the papers of that examination in a subsequent chance,
within 5 years of first registration to First degree examination.
c. If a candidate has appeared in back papers in the first chance and in
all the papers in the second chance and has also failed, such a candidate
can appear at that examination (in all the papers) under new course only
within 5 years of 1st registration to first degree examination.
d. If
the candidate fails to secure the pass marks in the aggregate
(under regulation 5.2) he/she may reappear in one or more subjects/paper(s)
of his choice from either the First, Second or Final Examination to make
up the deficiency. This chance shall be available to a candidate in
maximum two subsequent chances (examinations) only following the final
examination in which he/she was first registered but within 5 years of 1st
registration to First degree examination.
e.i. Candidates who have been duly admitted to B.A./B.Sc./B.Com. (Honours)
(3 year degree course) examination of the Utkal University and have
obtained only a Second Class (Hons) or passed without Honours can reappear
at any examination (s) for the Honours paper only of their choice to
improve their results within two subsequent chances (examinations), on
application submitted through the Principal of a College affiliated to
Utkal University in the subject up to the Honours level. The higher of the
marks in each paper shall be taken into consideration for determining
their results and divisions. However, distinctions if earned by the
candidate shall not be affected by improvement examination under the
clause.
ii. Provided that a candidate shall be allowed to improve in Hons shall be
required to fill in and only once after passing the B.A./B.Sc./B.Com. (3
Year Degree Course) Examination of Utkal University.
iii. A candidate who wishes to improve performance in Hons. shall be
required to fill in application forms and pay the requisite fees
accordingly.
iv. Collegiate candidates taking this advantage will be treated as regular
candidates and will be examined on the basis of current syllabus.
v. The expression "Subject" shall include all the papers comprising the
subject.
f. Provided further that in no case a candidate shall be allowed to appear
any examination after 5 yrs. of first registration to First University
Examination.
Mode of Examination and Duration of Paper :
6.1 The
examination in Arts/Science/Commerce shall be conducted by means of
written papers.
6.2 There shall be a practical examination in all subjects which are
prescribed in the syllabus.
6.3 The duration of examination for each theory paper carrying 50 marks
shall be two hours and for each theory paper carrying 75 or 100 marks, it
shall be 3 hours. The course contents of the Paper shall be designed
accordingly by respective Board of Studies.
6.4 The laboratory notebook of the field work, notebook of each candidate
who offers a subject in which there is practical examination, shall be
inspected by the Examiners who shall take those into consideration which
determines the results of the practical examination. Each experiment in
every notebook shall contain the date of the experiment, signature of the
student and the initial of the teacher with date under whom the experiment
was performed.
6.5 The question paper of the University Examination in
Arts/Science/Commerce shall contain alternative questions on the course of
study prescribed for the proceeding year where such courses of study have
since been altered or amended.

9.2 A
candidate in B.A. (Hons) shall offer a Honours subject carrying 800 marks
and two elective subjects besides compulsory subjects. Each elective
subject shall consist of two papers each carrying 100 marks. Subject with
practical component shall have 75% theory and 25% practical.
10. A candidate (Honours or Pass) shall choose two elective subjects, each
carrying 200 marks (without any practical component) from among the
following subjects or other subjects that may be decided by the University
according to suitability.
Indian Polity, Indian Economy, Education, Sanskrit, Philosophy, Landmarks
in Indian History, Psychology, provided that a student (Hons. or Pass)
offering Political Science, Economics, History and Psychology as one or
more Pass or Honours subject (s) shall not be allowed to take Indian
Polity Indian Economy, Landmarks in Indian History and Psychology
respectively as his/her elective paper(s).

11.2 A candidate in B.Sc. (Pass) shall
choose two pass subject each carrying 400 marks besides compulsory and
elective papers. Subjects with practical shall have 25% practical and 75%
theory. There shall be two elective, one major carrying 200 marks with two
papers of 100 marks each and one minor carrying 100 marks.
